Anne Matthews - NHS Commissioning Expert
Anne has worked within the health sector for 16 years with experience in both the NHS and private sector. Her career includes being asked to develop Independent Commissioning as part of extending capacity within the programme of the NHS Plan in 2002 and in 2004 lead the team to carry out full OJEU procurement on behalf of nine PCTs and four acute Trusts, in line with Choice @ Referral expectations. As interim Head of Primary Care in 2005 for 18 months Anne lead the primary care team in GMS and PMS contracts, enhanced services, out of hours, choose and book, Quality and Outcomes Framework; the PCT was third highest in 2005 and 2006 in the country for quality.
Anne secured funding and developed a team to introduce Choice @ Referral for Kent and Medway in 2003, and ensured the patient pathway was robust to utilise the capacity of the first National Independent Sector Treatment Centre (ISTC) for Kent and Medway. As Deputy chair of the National Contract Monitoring Group for the ISTC, Anne was able to share best practice to other areas and to monitor Key Performance Indicators which were the first to be introduced within this programme.
Anne left the NHS for 12 months to work with a specialist project management team as a management consultant. The projects she was involved with were: working with an American Healthcare Company to prepare a successful bid for the Framework for procuring External Support for Commissioners (FESC); leading a Department of Health team within the Commercial Directorate to develop the first standardised mental health contract for private sector providers.
