Peter Haley - Employment Group, DWP
Peter Haley started his civil service career in local social security offices in South Yorkshire before spending three years in Department of Health working on public expenditure survey and supply estimates for the NHS. When he returned to social security he worked on major changes to community care policy and legislation before becoming parliamentary clerk for two years. He then moved to National Insurance policy, working closely with Inland Revenue and business on simplifying PAYE and preventing revenue avoidance.
Recently he has been involved in developing welfare reform polices for the last three DWP Green Papers and was Bill manager for the 2007 Welfare Reform Act.
He has given sessions at the national school for government on secondary legislation practice and has spoken at national welfare reform consultation events. He is at present a member of the corporate working age Employment Group of the Department for Work and Pensions.
