Zoe Holland – Head of Legislation Policy Team, Welsh Assembly Government

Zoe Holland is the Head of the Legislative Policy Team responsible for overseeing the use of legislation to extend the powers of the National Assembly for Wales and the Welsh Assembly Government, providing advice on Welsh provisions in Parliamentary Bills and subordinate legislation matters. Her team also advises the Welsh Ministers on responding to the work and report of the All Wales Convention, looking at the case for moving to a referendum on primary powers.

Prior to taking on this role, Zoe was part of the team working on the implementation of the Government of Wales Act 2006. She has worked in a variety of policy areas within the Welsh Assembly Government including Human Resources, Transport, Equality Policy, Regional Development and Nature Conservation.
