Head of Constitutional Affairs and Legislation Management, Welsh Assembly Government
Kate Cassidy is Head of Constitutional Affairs and Legislation Management for the Welsh Assembly Government. Her team worked closely with the Secretary of State for Wales, Peter Hain, and the First Minister, Rhodri Morgan, to deliver the Government of Wales Act 2006. Since then she has seen through the change programme to implement the Act, which established the Welsh Assembly Government as a separate entity and enables the Assembly to pass laws which are equivalent to Acts of Parliament.
As a senior civil servant, Kate has worked with or for several levels of government. Her career has taken her from Whitehall, where she worked with Trade and Industry Ministers, to a European Commission Cabinet; a government regional office in the North East of England; and finally to Wales, where she has worked in a variety of policy areas including local government.
